Use a Ring You Already Wear
The most reliable way: take a ring that fits well on the finger for which you are buying the new ring (not too tight, not too loose). Place it on a ruler and measure the internal diameter, which is the distance between the two inner edges of the ring, in millimeters.
Use a ring from the same finger for which you are buying the new one — different fingers and hands often have different sizes.
Use a String or Paper Strip
If you don't have a reference ring, wrap a thin string (or a strip of paper) around the base of your finger, mark the point where it overlaps, then measure the length with a ruler: this will give you the finger's circumference in millimeters.
Measure your finger in the evening, when fingers are slightly more swollen than in the morning, to avoid choosing a size that is too tight.

Ring sizes are generally expressed in millimeters of internal diameter or circumference, not in centimeters. If you have measured your finger in centimeters, multiply by 10 to get millimeters and compare the data with the conversion chart.
Are sizes the same for all brands?
